Job Description
Organizational Context

With the election of a democratically elected government in 2008, Pakistan experienced a period of hope for increased security and prosperity. However, the coalition government is becoming increasingly fragile in the face of political, economic and security challenges. More recently, Pakistan has been characterized by a lack of policy continuity and weak implementation of reforms, while unrest in Balochistan and Khyber Pakhtunkhwa (KP), and the humanitarian crisis brought on by the worst floods in Pakistan’s history, have kept the government under pressure, diverting attention from institutional reforms to matters of an ad hoc nature.

Amidst this deteriorating security context, the political landscape experienced increasing inter-party tensions. The rising inter-party tensions negatively impact prospects for a substantial improvement in political effectiveness. In addition, the passage of the 18th and 19th Amendments, a constitutional amendment reducing the powers of the executive and restoring parliamentary supremacy, redeemed Pakistan as a lively, yet messy democracy. The 18th Amendment, devolving power to the provinces, represents a landmark in the history of the country, both politically and in terms of governance reforms. This amendment has ushered in a new era in the political, governance and development realms, with changes that are broad in scope, complex in detail, and game-changing in their implications. The list of subjects transferred from the federal to the provincial government includes, agriculture, education, health, information, labour and human resources, law and parliamentary affairs, population welfare, transport, women development, and youth affairs. Within these subject areas, the Government of Pakistan (GoP) is engaged in ongoing discussions about what areas of specific subjects will be devolved, e.g., education.Keeping in view the challenges facing Pakistan number of Governance issues are planned to be addressed by UNDP that include support to the upcoming elections process, addressing challenges related to rule of law/access to justice; supporting implementation of the 18th Amendment and anti-corruption strategies. The governance unit will be working in the medium term to address these issues in partnership with Government, Civil Society and Private Sector

Functions
Under the supervision of Chief, Governance Unit, and in close teamwork with the other members of the Unit and the Development and Operations Divisions of UNDP, the Young Professional will be responsible for the following tasks:

Organize and participate in the preparation of programmes and projects in assigned areas of responsibility. This will involve: preparation of the TORs for consultants; identification, recruitment, and briefing of the consultants; organization of project formulation and appraisal process in close coordination with national executing authorities; provision of specific inputs in writing from the perspective of UNDP/Pakistan and its Governance Programme during the preparation of project proposals; managing the process of final appraisal and approval of the projects in accordance with the Project Cycle Operations Manual for Pakistan (PCOM);
Monitor the implementation of assigned programmes and projects through, inter-alia, participation in periodic field visits; organization of and reporting on the Tripartite Review Meetings (TPRs); assistance to mandatory annual external audit, etc. so as to ensure that projects are implemented and their outputs and impact being assessed in pursuance of the stated objectives of the projects. In this regard ensure that the results envisage under the Strategic Results Framework (SRF) for the UNDP Pakistan Governance Programme are achieved;
Actively liaise with, and foster collaboration with, multilateral and bilateral donor agencies with a view to exploring opportunities for mobilizing co-financing support especially through cost-sharing to programmes and projects sponsored by the UNDP Governance Programme;
Participate in and actively contribute to a range of unit/in-house initiatives such as participatory review, formulation and implementation of the Country Office Management Plan; cross-programmatic project formulation and implementation; the annual governance programme review; the annual CCF review, etc;Represent UNDP/Governance Unit at official meetings, seminars and conferences and other functions, whenever delegated this responsibility.
When required, assist in backstopping of activities of relevant UNDP programmes/projects and performing any other tasks that may be discussed and agreed to with the supervisor.

Expected Results
Periodic reports, documents, summaries as and when required by the supervisor and/or UNDP, Pakistan.

Applicant Profile


An internship position at Kashf Foundation would suit an ambitious individual with very good organization and people skills. Kashf provides a diverse work-environment with opportunities to learn from peers. The internship will require field work the costs of which will be covered by Kashf Foundation as per company policy. The internee will report to the project managers for each of the opportunities listed below. All internees are expected to have a high level of physical and mental energy and be passionate about the mission and vision of Kashf Foundation.

Eligibility Criteria
  • All candidates must have completed at least two years of an undergraduate program, i.e. must be in their third year of college.
  • Candidates that have completed their Bachelor’s degree in a relevant field, i.e. Social Sciences, Economics and/or Business Administration will be given preference.
  • Candidates must be fluent in English and have some kind of working knowledge of Urdu – for some projects knowledge of Urdu is not mandatory. 

Summer 2014 Projects

Exit Client Research

Monitoring client exit trends is imperative to understanding preferences of clients and streamlining products and services based on these preferences. In this project, the intern along with members of the research & development cell at Kashf Foundation will develop questionnaires and implement and analyze findings to understand reasons for client exit. This project requires field work, data entry, analysis and report writing.

Customer Satisfaction Research

Kashf solicits regular feedback from clients to embed the clients’ views and suggestions in the products and services being offered. One mechanism used to solicit feedback is the Customer Satisfaction Surveys. In this project, the intern along with members of the research & development cell at Kashf Foundation will develop questionnaires and implement them in one-on-one meeting to assess and analyze client feedback on various facets of the Kashf program. This project requires field work, data entry, analysis and report writing.

Progress Out of Poverty Research

Kashf uses the Poverty Score Card which has been developed by the Pakistan Poverty Alleviation Fund in a selected number of its branches. The Poverty Score Card is a tool which helps measure the poverty status of clients. In this project, the intern will analyze Progress out of Poverty data for 25 branches across the past 2 years to assess the change in poverty. This project requires data analysis and report writing. Urdu skills are not required for this internship.

Impact Assessment of Female Run Startup Enterprises


Kashf Foundation along with the Center for Research in Economics and Business at the Lahore School of Economics is running an impact assessment to study the impact of business trainings on start-up businesses. The assessment involves the use of household baseline surveys which are conducted with clients that are receiving the training. In this internship, the intern will assist in conducting surveys with clients and compiling data. This project requires primary research and data entry.

Impact Assessment of Basic Financial Literacy Program

Kashf Foundation has a robust capacity building program for clients which includes financial education, gender justice trainings, social theatre and business development trainings. In this project the intern will design and run 10 Focus Groups Discussions (FGDs) with clients that have been part of Kashf’s Basic Financial Literacy Program. This project requires primary research, data entry, analysis and report writing.

Impact Assessment of Systemized Financial Education Program

Kashf Foundation has a robust capacity building program for clients which includes financial education, gender justice trainings, social theatre and business development trainings. In this project the intern will design and run 10 Focus Groups Discussions (FGDs) with clients that have been part of Kashf’s Systemized Financial Education Program. This project requires primary research, data entry, analysis and report writing.

Impact Assessment of Gender Justice Training Program


Kashf Foundation has a robust capacity building program for clients which includes financial education, gender justice trainings, social theatre and business development trainings. In this project the intern will design and run 10 Focus Groups Discussions (FGDs) with clients that have been part of Kashf’s Gender Justice Trainings. This project requires primary research, data entry, analysis and report writing.

Impact Assessment of Social Theatre Program

Kashf Foundation has a robust capacity building program for clients which includes financial education, gender justice trainings, social theatre and business development trainings. In this project the intern will design and run 10 Focus Groups Discussions (FGDs) with clients that have been seen the Social Theatre Performances. This project requires primary research, data entry, analysis and report writing.
